Project Debt Settlement (with the Russian Federation)

On September 13th 2000, the Vietnamese government signed a contract with the Russian Federation government titled "Agreement Concerning the Settlement of Monetary Debts (credits) that Vietnam Owed in the Past." This agreement allows the conversion of those credits into financial aid for Vietnamese professionals studying and researching at universities and research institutes in Russia at undergraduate and postgraduate levels.  

On June 15th 2001, the Prime Minister of the Vietnamese government signed Decision Number 536/CP - QHQT approving the program titled "Sending Officers and Personnel to Russia for Study Following the Agreement of the Debt Settlement Between Vietnam and Russia". MOET can send students under this scholarship program for training in countries with advanced technology and science.

Objectives:
To educate and train officers and personnel in fundamental science, technological science, industrial science, culture, arts, sports and other related fields at bachelor, master's and doctoral levels (Kandidat Nauk in Russian). This training should give them the ability to grasp new scientific developments and technological advancements in the world, as well as solve crucial problems in the process of technological transformation and the transition to modern equipment, thus contributing to the industrialization and modernization of Vietnam.

Eligible Candidates:
First year university undergraduates (taking the university entrance examination for the first time with success); officers and personnel working in government organizations and companies.

Fields of study:

  • Natural Sciences.
  • Technological research, preferably in the field of information technology and other essential areas.
  • Other studies in the fields of culture, arts, sports, public security, national defense and diplomacy.

Financial support:

The government will pay:

  1. Tuition and registration fees.
  2. Medical insurance.
  3. Roundtrip airfare.
  4. Living stipend of 250 USD/month.

The application and selection criteria:

The budget from this project can be used for support the master joint programs and some undergraduate joint programs.
