Project “Training State Officials in Institutions Overseas with the State Budget”

On the 19th of April 2000, the Prime Minister of Vietnam signed Decision Number 322/QD-TTg concerning the implementation of the project labeled as "Training State Officials in Institutions Overseas with the State Budget" (Project 322). The first phase from 2000 to 2005.

On the 28th of April 2005, the Prime Minister of Vietnam signed Decision Number 356/QD-TTg concerning the amendment of the Project “Training State Officials in Institutions Overseas with the State Budget”. The second phase from 2006 to 2014.
Objectives

Training of staff at doctorate, master's or bachelor's level in institutions overseas, and to cooperate with overseas institutions in offering training courses with the aim of preparing individuals for the task of modernization and industrialization.

Eligible Candidates
Lecturers, technical and scientific managing staff working in colleges and universities, scientific research institutes, National Laboratories, high-tech zones, Central and Local Government Offices, socio-political organizations and state-owned enterprises.
Domestic research students and aforementioned eligible candidates meeting the requirements and approved by employers and supervisors can apply for research programs offered by their training institutions.

The Annual Number of Scholarships
  • From 2000 to 2007, annually there are about 400 scholarships, among them 200 for PhD students, 100 for Master's students, 40 for Bachelor's students, and 60 for non-degree study.
  • From 2008 to 2014:
    • 2008: 520 Scholarships for PhD students, 60 Scholarships for Master’s students, 60 Scholarships for undergraduate students, 30 Scholarships for non-degree study.

    • 2009: 700 Scholarships for PhD students, 60 Scholarships for Master’s students, 60 Scholarships for undergraduate students, 30 Scholarships for non-degree study.

    In the years later, the number of scholarships for PhD training will be increased for meeting the demand of training 10,000 PhD overseas for Vietnamese  colleges and universities.
Financial Support
The scholarship covers:
  1. Tuition and fees
  2. Medical insurance
  3. Roundtrip airfare
  4. Living expenses:
    • Study in the USA, UK, Canada and Japan: USD 1,000 per month
    • Study in West Europe and North Europe: EUR 740 per month
    • Study in the Australia, New Zealand: USD 860 per month;
    • Study in Korea, Singapore: USD 500 per month;
    • Study in China: USD 350 per month;
    • Study in Russia, Thailand and East Europe: USD 400 per month.

Since 2008, MOET signs agreement with universities in the USA, Australia, Canada for implement a new scholarship scheme covering tuition fees, health insurance and living allowance for first two years of the PhD program or Master program in a package. From the third year of the PhD program to complete the study, the university overseas support the student. For the university which MOET signs not yet an agreement, MOET will offer scholarship for three years covering tuition fees up to USD 15,000 per year and living allowance and health insurance according to the Governmental regulation.

Study Destinations
Students can apply for their postgraduate study in the United States of America, the United Kingdom, Canada, Germany, the Netherlands, Russia, Australia, Belgium, Thailand, China, Korea and some other countries.

Selection of Postgraduate Students
General Requirements
Applicants must be upstanding citizens with a clean criminal record and be in good physical condition. Applicants have to sign an agreement with MOET showing their readiness to return and serve for the country after finishing their study overseas.
Application Requirements

  1. For doctoral applicants
    • Permanent employment or in a long-term contract (1 year or more) with government bodies or state-owned enterprises.
    • At least 24 months of work experience in a relevant field (after university graduation).
    • Master's degree holder in the field of study relevant to the doctorate program or honor Bachelor. 
    • Submission of a detailed research proposal.
    • Not more than 40 years old.
    • Letter of permission from their current employer.
  2. For master's applicants
    • Permanent employment or in a long-term contract (1 year or more) with government bodies or state-owned enterprises.
    • Bachelor's degree holder in the field of study relevant to the master's program.
    • At least 12 months of work experience in the relevant field (after university graduation). Students graduated with very good and commit working for a college or university in Vietnam after finishing the master program and be committed by a college or university can apply for a scholarship for study master overseas
    • Not more than 35 years old.
    • Letter of permission from their current employer.
  3. For non-degree applicants
    • Permanent employment with government bodies or state-owned enterprises and be PhD at Vietnamese institution.
    • Fluent in the language of the registered country.
    • At least 24 months of work experience in the relevant field (after university graduation).
    • Submission of a detailed research proposal.
    • Not more than 50 years old.
    • Letter of permission from their current employer.
Language Proficiency Requirements
  • Applicants who plan to study in France in French will be supported by French Embassy to Vietnam for preparing  French in Vietnam to meeting the requirement from French universities. That why it is not asked to have French at the selection. If candidate want to study in English, a certificate of min of 500 TOEFL or 5.5 IELTS is required.
  • Applicants for study in different countries in English will be asked to have TOEFL certificate with min 500 or 5.5 IELTS at the interview. They have to meet the English proficiency requirement from the university overseas.
  • The VIED will conduct the test of English for the applicants.
  • Applicants who have international language certificates (international TOEFL 550, IELTS 6.0 and above, DELF), which are not yet expired and Bachelor's, master's or PhD holders from institutions overseas who are registered to return to these countries for further study will be exempted for Language test.
Selection Procedures
  • MOET allocates the scholarships for study in county overseas. Candidates send application to VIED with two choices in countries they want to study.
  • The selection committee of MOET will screen the application on eligibility, merit and number of scholarships for each country overseas.
  • The screened applications will be sent overseas to partner university for assess. A interview can be conducted in Vietnam or in distance. The successful applicants will be informed to MOET.

Selection of Undergraduate Students
  • The eligible applicants for study undergraduate overseas under Vietnam scholarship program consist of:
    • The international Olympic Award winners.
    • The students with the highest scores on the national entrance examination into universities in Vietnam.
    • The students with the highest scores on the national graduate examination from high schools in Vietnam.
  • The number of scholarships will be allocated to the groups above and to countries which MOET will delegate undergraduate students to.
  • Applicants for undergraduate study can choose one country overseas for study.
  • The number of scholarships and guidelines will be informed at the announcement for undergraduate study overseas every year and on Website: www.vied.vn
